The United States is currently adopting a very aggressive policy against many countries. Yet, it is the country with the greatest need for international cooperation: As a result of the segmentation of production processes and international specialisation, US imports cannot easily be replaced by domestic pro duction, and are therefore necessary for the United States; Immigration of skilled persons is needed for the functioning of the US economy; The low level of savings in the United States has led to a structural external deficit. The United States therefore needs to attract savings from the rest of the world and to convince savers in the rest of the world to continue to lend to it. The United States’ non-cooperative policies (protectionism, restrictions on immigration, conflicts with a number of lender countries - China, Russia, etc.) are therefore incompatible with the US economy’s needs.
