France: For an “agile” state

In France, the coronavirus crisis is going to require the state to: Partner with companies to develop strategic industries, as the government can pick these industries and help to finance them , but it cannot be a manufacturer ; Improve the efficiency of its spending and intervention: the French government is less efficient than the governments of many other European countries, in particular in healthcare and education, but it spends more than the other countries; Be able to react earlier than today to health crises and technological and demographic changes. All this points to the need for a state that is not necessarily larger but is more agile and capable of working with companies, improving the efficiency of its spending and anticipating disruptions.
