France: What if the problem was incompetent business leaders?

When comparing France and the United States: We cannot see that the United States has an advantage as regards labour force skills or the quality of the education system; But we see that the employment rate and productivity gains are markedly higher in the United States than in France. Part of this advantage for the United States over France may be that low labour costs for the low-skilled are accepted in the United States; but part may be due to incompeten t business leaders in France , where we are seeing: A low level of research and development in companies; Weak modernisation of capital in companies.
