France: What would a bold and not re-election-conscious government do?

A French government that was bold, not concerned about its re - election and was conscious of economic mechanisms would: Make welfare and unemployment benefits conditional upon truly mandatory training in order to lift labour force skills; Balance the pension systems by raising the retirement age and not by de-indexing pensions; Lower the minimum wage and increase the “activity bonus” paid to low-income earners; Exchange a reduction in corporate subsidies for a reduction in production taxes; Initiate a serious discussion without preconceived ideas on the scope of the state: what does the state do better ? W hat does the private sector do better?
