It is clear that in France there is both insufficient corporate modernisation and digitalisation and an absence of major breakthrough innovations (in space, medicines). It is also well known that France does not have an electronics and internet services industry (for the time being, as there are green shoots ). The causes of France’s innovation and digitalisation shortfall must be examined. Is it a lack of money, public or private? An exodus of researchers? A small number of science graduates? A timid attitude towards risk? A skills shortage?
