Is having a substantial weight of industry really an advantage?

Some countries (e.g. Germany, China and Japan) have a large industrial base. This is usually considered an advantage: manufacturing jobs are on average skilled and well paid, the productivity of industry is high, and a large industrial base can balance foreign trade. But is it certain that this is still an advantage? Part of manufacturing industry ( cars , etc.) is going to suffer from climate regulations (reduction in CO 2 emissions); Global demand for manufactured goods is weakening, due to the transformation of the global economy towards a service economy. Industry could therefore see weak growth for a long time.
