Reshoring or offshoring?

We examine this general question in the case of France. France evidently wants to reshore industry, in particular strategic industries. But there are mechanisms that may instead encourage offshoring: After a crisis, companies seek to reduce their costs and therefore to produce in countries with a favourable mix of labour costs and skills; If production does move closer to buyers of goods and services, there will be offshoring to regions with vigorous medium-term demand growth; The less-discussed fact is that the rise of working from home will lead to greater international labour mobility and could encourage many workers to move to countries with low living costs.
