Should there be a return to countercyclical economic policies?

Fiscal and monetary policies in OECD countries are no longer countercyclical, they maintain a permanent expansionary bias. We believe it would have been preferable if OECD countries had kept these policies countercyclical , which would have prevented : The unknown represented by the permanent rise in the public debt ratio and in liquidity (the quantity of money ); The inability to respond to a negative shock; The negative effects of zero interest rates (weakening of banks, proliferation of zombie firms).
