Unemployment in the United States and the euro zone has returned to the level of structural unemployment: economic growth will hereafter mainly depend on their potential growth. So why will the Federal Reserve and the ECB conduct an even more expansionary monetary policy? Can such a policy increase potential growth (by restoring productivity gains and the participation rate)? For the time being, the answer is rather no.
