To increase the employment rate, should the focus be on labour market flexibility or skills?

It is often believed that labour market flexibility is necessary to obtain a high employment rate (in Anglo-Saxon countries, in Germany after the Schröder reforms). But we also note that high labour force skills make it possible to achieve a high employment rate. So which is the most effective mechanism to increase the employment rate: labour market flexibility or high labour f orce skills? A comparison across OECD countries shows that the employment rate is explained by both variables - flexibility and skills - as well as by the weight of corporate social contributions, but that skills are by far the most significant explanatory variable.
