What accounts for France’s employment rate shortfall relative to Germany?

France’s employment rate is considerably lower than Germany ’s , which is a major disadvantage for France (in terms of living standards, public finances, supply capacity, etc.). What are the explanations for France’s employment rate shortfall relative to Germany? It might stem from: D emand for labour (companies’ production prospects, labour costs); T he labour supply (skills, level of low wages); P ension system rules. The explanations that seem consistent with the facts are: Low skills in the French labour force; France’s lower employment rate among 60-64 year olds (but this explains only a quarter of France’s overall employment rate shortfall relative to Germany). Low skills are therefore probably the primary explanation for France’s abnormally low employment rate.
