What do CO2 emissions depend on?

We examine the trend in CO 2 emissions in the United States, the European Union and France. We consider what explains changes in CO 2 emissions: Growth; Fossil energy prices; The structure of the economy (breakdown between manufacturing and services). If growth in CO 2 emissions can be explained by these variables, this is because the effort to reduce emissions (regulations, development of renewable energies) is not very significant or else it can also be explained by the trend in fossil energy prices. We find that growth in CO 2 emissions is accounted for mainly by GDP growth, with very low sensitivity to fossil energy prices. This pleads in favour of using either regulations or lower growth, but not prices, to reduce CO 2 emissions.
