What sets Asian emerging countries apart from Latin America and Africa?

We compare Asian emerging countries (including China but not India) with Latin America (including Mexico) and Africa. What accounts for the success of Asian emerging economies (rapid income catch-up) and the difficulties of Latin America and Africa (slow income catch-up)? We look at: The savings rate and the investment rate; Infrastructure; Industrial development; Education. We find that Asian emerging countries stand out from Latin America and Africa thanks to their: Savings and therefore investment level, where the difference is considerable; Some infrastructure; Industrial development; Education with respect to Africa; Attractiveness for foreign investment.
