Starlink an MVNO? Will SpaceX Bid in Spectrum Auctions? A Game Theory/Historic Perspective

T’s CEO John Stankey, at the earnings call last week, said he did not think T would enter into an MVNO with a satellite company. That answer comes at a time of tremendous investor interest in the SpaceX IPO, for which one of the (many) questions is whether Starlink will augment its US broadband service with an MVNO. At the same time, questions have arisen about SpaceX’s participation in the upcoming FCC spectrum auction. We don’t challenge Stankey’s sincerity but having watched successful efforts by which companies achieved goals related, or adjacent, to an MVNO, we thought we should lay out historical precedents that might guide Starlink if it wished to obtain an MVNO from T or its facilities-based competitors and how that history might also explain SpaceX’s motives in participating in spectrum auctions.
